The main job of this project was reviewing the current status of reduction, classification and clearance for municipal waste and updating foreign policy to improve the sophisticated scheme of municipal waste and plan five-year promotion project in the aspect of management, economy and technology.
Comprehensive survey of the latest trends of the waste management from Japan, Korea, European and other countries, despite different ways, they all utilize the appropriate policy from the aspect of management, economy, or technology by the sequence of reduction, reuse, recycling, energy recovery and disposal to promote the policy of waste reduction, waste classification and waste clearance. The main point is emphasizing to improve source reduction and resource recycling and beginning to integrate circular economy to promote resource efficiency and recycling.
The sophisticated scheme of reduction, classification and clearance for municipal waste in Taiwan is also implemented from the point of reducing the requirement of waste disposal. Improving source reduction is to improve the value of resource production and reduce the resource waste and waste generation. Promoting resource recycling is to strengthen the classification and recycling and improve the utilization of resource and energy to make disposal least. Implementing Circular economy could provide the feasibility way for the life cycle thinking by focusing on critical materials to create economic and environmental sustainability.
Meanwhile, by draw up the “project of municipal waste reduction and resource recycling”, with other project from EPA (Project of diversified waste treatment, Project of building waste treatment facilities with natural disaster response by urban mining concept. ,etc), this project could promote the program of source reduction, product friendly, strengthening the classification and recycling, renewal of refuse trucks, and reduction of local municipal waste to strive promotion grants for implementation of municipal waste in reduction, classification and clearance in five years (2018-2022) to improve effective and sustainable utilization of resource, reduction of incineration, reducing greenhouse gas emissions and environment impact and building a sustainable society.
